Hard-To-Count Sub-Committee


Acts as the lead team for identifying Ohio hard-to-count locations and overcoming the challenges to including these populations in the Decennial Census. This subcommittee will understand specific hard-to-count characteristics prevalent in the state, and provide outreach recommendations that will supplement efforts of the other three subcommittees.

Mission Statement

To complement the Census Bureau Partnership Specialists by assisting in Complete Count Committee education and formation.

Sub-Committee Goals
• Generate support for local Complete Count Committee formation:
• Identify hard-to-count and easy-to-miss areas using HTC maps
• Determine whether a Committee is established
• Promote local Complete Count Committee’s outreach network in Hard-To-Count and easy-to-miss areas

Outreach Targets
• Mobile populations, i.e., renters or migrants
• Non-English speaking individuals or immigrants
• Misinformed or fearful populations
• Persons receiving public assistance
• Unemployed individuals
• Children (easy-to-miss)
• Homeless (easy-to-miss)
• Individuals experiencing community reentry (easy-to-miss)
• Elderly (easy-to-miss)
